Accreditation of Verifiers for Greenhouse Gas Emissions Trading Regulations

Trading of greenhouse gas emission allowances under the EU Greenhouse Gas Emissions Trading Directive (2003/87/EC) commenced on 1st January 2005. The Environmental Protection Agency (EPA) has been appointed by the Government as the competent authority in Ireland with the responsibility for implementation of emissions trading. The Directive was transposed into Irish law on 14th July 2004 as the European Communities (Greenhouse Gas Emissions Trading) Regulations 2004 (S.I. 437 of 2004). The Regulations require operators of installations covered by Schedule 1 of the Regulations to monitor and report their annual emissions of carbon dioxide from 1st January 2005 onwards. The methodologies for monitoring and reporting are described in EU Commission Decision of 18/7/07 (2007/589/EC). This decision also specifies that a verifier shall be a “competent, independent, accredited verification body”. The Irish National Accreditation Board (INAB) has been appointed by the EPA to provide this accreditation service.

Each applicant verifier will be assessed for compliance with EN45011 and associated EA & IAF Guidance documents EA-6/03 and IAF GD5: 2006 EA-6/03 is available from http://www.european-accreditation.org/  and provides guidance for Recognition of Verification Bodies under EU ETS Directive.

Verification bodies wishing to work in Ireland from other EU member states will need to be accredited to EN45011 and the associated guidance documents,  by INAB or another EA member accreditation body. If a verifier is accredited by an EA member other than INAB, the verifier should contact INAB or the EPA before completing work here in Ireland

Aviation Activities Included Under the GHG Scheme:
The GHG emmissions trading directive (2003/101/EC) was amended in November 2008 to include aviation activities in the scheme for greenhouse gas emission allowance trading within the EU. This new 'Aviation' Directive (2008/101/EC) came into force in February 2009.
The Aviation Directive requires all (EU and non-EU) operators of fixed or rotary-wing aircraft over 5,700 kg (12,566 pounds) who fly to, from or within EU countries to participate in the EU Emissions Trading Scheme starting in 2012.
Other compliance requirements for Aviation operates commenced in 2009 and so Aviation operators have submitted monitoring and reporting plans to the EPA. Verified emissions reports will need to be submitted to the EPA before the 31st March 2011. Full details of these requirements may be obtained from the EPA website. www.epa.ie
Exisiting Verifiers may become accredited to this Aviation scheme by completing an extension to scope application form and submitting to INAB.
